If your German passport is lost or stolen, and you are returning to Germany in the next 30 days, you may obtain a Travel Permit in lieu of a Passport or a Reiseausweis als Passersatz (RAP).
To apply for a RAP, you will need to bring:
Once your German identity is verified by the German Consulate, we can issue a RAP for your return to Germany.
If a German child is born abroad, the birth may be documented in the register of births at the registrar's office ("Standesamt") in Germany. The Standesamt will issue a German birth certificate. We can notarize your application and certify the required documents, but you are responsible for submitting the application directly to your Standesamt in Germany.
You may declare a name* or name change with Germany in order to update official records. Name changes of German citizens in their US documents do not always have an immediate effect to the name used in Germany. The German name change process must therefore be completed before applying for a new or passport renewal. Existing passport holders must present the ORIGINAL NAME CHANGE APPROVAL DOCUMENT FROM STANDESAMT EINS (BERLIN) TO VALIDATE CHANGED NAME. THIS REQUIREMENT APPLIES TO LAST PASSPORT ISSUED AND TO RENEWAL PASSPORT APPLICATIONS. An otherwise-valid passport may become invalid if it holds a name that is no longer used in Germany. We can assist you with the supporting documentation and can submit the completed Name Change or Name Declaration Form through German channels. You must present all marriage** certificates and divorce decrees (if applicable) spanning your entire life, not just the most recent.
PLEASE NOTE, WE CANNOT ACCEPT PASSPORT APPLICATIONS, UNTIL THE ASSOCIATED NAME DECLARATION HAS BEEN APPROVED OR THE LAST APPROVAL DOCUMENT IS PRESENTED.
*If a German Child was born abroad (and the parents did not register the birth in Germany), and as an adult wishes to apply for a passport, a German Name Declaration must first be approved. https://www.germany.info/us-en/service/04-FamilyMatters/name-declaration-child-of-age/954436

In order to obtain the certification, you can order a certified copy of your marriage certificate from the appropriate County Recorder's site. For example, in Las Vegas you can order it from the Clark County Recorder:
